How do you design/model a storm sewer "bubbler" system

How would one design/model a stormsewer "bubbler" system"? Typically a storm sewer system will discharge to grade with an endwall. Due topographic restrictions if an inlet has to be installed as the outfall how would you model it? Using Hydraflow Storm Sewers, the outfall can not be designated as an inlet, it is always a pipe discharging to grade.
