How do you model and quantify noise radiating from a body that is vibrating? Do you need a dynamic analysis with the excitation force or can you do it from a modal analysis in some way?

You need the excitation force. A web search on "noise from vibration" and "statistical energy analysis" may help to explain the concepts.

It is a big field and here are many problems with its implementation.
