how do i keep dimensions from changing locations on the drawing

I loaded SW2016 as a new installation on a new computer and my settings are a bit whacky from what I had before

When I dimension a drawing I sometimes have to set the location of the dimension manually to make the drawing readable. Sometimes the location of these dimensions shift - I suppose to comply with some setting in terms of spacing between dimensions.

How do I turn off this automatic relocation of the dimension?
