How difficult is it to get a permit to dredge in the Bahamas? 2

Client is asking me to do some preliminary investigation into building a marina in the Bahamas. Would probably need major dredging, not just of the slip area but also to form sand bars for breakwaters. Also some buildings on piles. They're hurricane sensitive, so they're looking at going for living spaces built above the expected surge. I've done some work in Florida, but know the permitting for this sort of thing is outrageous and nearly cost prohibitive. They're looking into options and opportunities outside the US.

Any good resources? How difficult is it to get a license to practice in the Bahamas? Do you even need one? Etc. Insight on the business end would be valuable as well.

I would take three working vacation weeks in the Bahamas and find out for myself.
