If in a 4-pipe system a chiller and a boiler are in close proximity and pressure drops through the boiler and the chiller are pretty close, will the head for both chilled and heating water pumps be the same?

It really depends upon system piping and terminal unit pressure drops.

head will be the one you calculate , proximity of chiller to boiler has nothing to do with pipe diameters you select yourself, which ultimately results in final head. pipe networks are separated so there is no any inter-influence on such decisions. the only "driving force" is sizing method you choose - velocity, equal friction.
