horsepower vs rolling resistance

steel wheel on steel rail. horsepower calculation per the attached sketch
 
This is a radial stacker supported by four steel wheels. This particular wheel will have the drive directly connected to it. The total weight (wind, snow, live load, dead load) seen on the steel rail is 224,000 pounds or 56,000 pounds per wheel. My assumption is it will take 4 seconds to accelerate this machine to it velocity of 20 fpm. From this i have derived the driving force required to accelerate the machine and added it to the rolling resistance to arrive at total horsepower required at the wheel.
