Hole Callout won't work

dimension > radial dimension > measurement > hole callout- it won't select anything! I know about the 'open fully' message- dimension > feature parameters > rt click, open fully. All layers are selectable. And I can do a radial or diametrical dimension. And almost all parameters are checked under file > preferences, drafting > hole callout. BTW, dimension > linear dimension > measurement > hole callout won't select anything either. Show me this fully parameterized hole dimensioning?

The Drawing view must be an 'Exact' view and NOT 'Lightweight'.

umm, the view representation setting is set at exact, by default.
 
Was the "hole" put in as a Hole feature?

Typically, I create a sketch with the shape I want and points where I want the holes to go. Then, extrude the shape, and put in the holes (simple, countersunk, etc) located where the points are. Using 'solid' reference set, but if I use 'entire part', still cannot select anything. I also tried a simple hole that is not dependent on a sketch; no dice. For the record, this is NX9; could always dimension in NX7.5, but not a "fully parameterized" hole callout.
 
It works fine for me.

short answer, no. But I have found a way to make it, possibly, worse. Dimension > feature parameters > fully open part > highlight desired feature > click select views > OK. It puts in a dimension, but you have very little control of it; you can't edit it, or sometimes even delete it. grrr
 
I think, for me, it has to do with the configuration of NX that we are using (configured by our customer, who's version of NX we are using). That means we will have to try and get them to make changes to their config, which may not be easy.
