HIC Testing Requirements 1

I am designing a vessel for sour(H2S) service. The material being used is carbon steel (SA-516-70). The shell and head material is specified as HIC resistant material therefore the material composition will meet the requirement for sour service. (I am assuming that when the plate and heads gets manufactured, HIC testing will already be completed before supplying the material to a shop for fabrication)

I am a little confused with this concept of HIC testing. When fabricating this vessel is it neccesary for the fabricator to perform HIC testing on the welds?

I can't seem to locate any Codes or Standards indicating if welds need to be HIC tested for sour service? If someone can point me in the right direction that would be greatly appreciated.

What about seam welds in pipe a la TM0284? Fair enough statement for fabrication welds in vessels as the welding is not expected to affect HIC susceptibility. Once the pressure vessel plate has been tested, it is not usual to then have to test welds.
