HEX tube wall loss and plugging

Now, We found tube wall loss at 40-50% of nominal thk (tube corrosion rate is 0.165 mm/year) and then I'm trying to search the criteria for maximum allowable wall loss of tube (Shell & tube HEX) before plugging. anyone experienced or know the reference criteria or rules of thumb please advise.
