Help modeling a raised 3d image

Hi, i posted this a week or two ago and it seems to have vanished so ill post it again. Can anyone help with how to create a raised image from a single 2d image like this :

I have a picture of the horses head i want to use which i can put into solidworks, how can i raise it and model it to look like these ? or is it not possible ?
 
This is a very advanced type of modeling task. You may need to use a 3d scanner to import something like that. If you have some serious artistic ability, and an abundance of patience, you could try modeling it with surfaces.
