Height for ASCE 7 Simplified C&C Pressures

In the simplifed procdure for C&C pressures in ASCE 7 they have you adjust the pressures from the table for exposure and mean roof height. If you are examing only componenets of 1st story walls is it acceptable to use the top of the wall for the height adjustment or should it always be the mean roof height?
