Heelsafe grate

Hello.
Is there any standard or directive etc. which defines what is a heelsafe grate?
If I'm not wrong it has to do with the width of a single opening (when a rectangle) or its diameter (when a hole) not exceeding a certain value (e.g. 6mm, 11mm etc.).
