Heavy Duty vs Light Duty

Does AASHTO define a difference between Heavy Duty, Medium Duty, and Light Duty pavement (i.e. is there a traffic level that would specifically define these conditions)?

Not specifically in those terms, but check the 1996 Design Guide and you'll find a general categorization.
