Heat Recovery Balance Tank Sizing

Hello,
This is for a heat recovery application. We're recovering unused condensate heat through a 50% Propylene Glycol Shell and Tube heat exchanger. The Glycol is used in two separate Ventilation Heating coils. In sizing the balance tank for this system, what is the best method? Should the balance tank be sized for 1xThe volume of the system?
