We are building a carbon steel pipe spool piece that requires elavated preheat in lieu of PWHT, with required preheat tempature of 350 degrees and Hardness testing with max reading of 200, I would like to know if the BNH readings have to be complete on all the welds including the shoe to pipe weld, some say because the attachment weld does not see service it is not required, if thats the case would a re-pad weld be excluded as well?

Yes, if anything, to ensure that the elevated preheat method is acceptable by producing the targeted hardness for the carbon steel component.
