Should a rod used in a hanger type connection be designed per AISC table J3.2, or as a Tension member per Chap. D?

If this is a rod used to support a mezzanine beam from a higher memberm separated by several feet, you need to use Appendix D as the length will be too long to be considered a bolt or threaded part as stipulated in the table.

If it is short though, as in an underslung beam directly bolted to another, use the table to design.

Chapter D. Chapter J and Table J3.2 apply to connection components.
 
If the hanger is threaded, then table J3.2 should be used.
