Guesstimate Ratio of Winter to Summer Demands

We have a two pressure system. The lower pressure is feeding mainly city residential areas. I was able to calculate some flow data this winter into the low pressure system from positions of the separator valve and pressures on each side. I am trying to get a general estimate of what summer time flows would be (They would be difficult to calculate the same way as there are many more little separators open then and no reliable pressures on either side). I could take the ratio from pumping, but that includes all the industrial which would fluctuate differently.
I would estimate 2 to 3 times, but could be more? I don't really have any kind of feel. Maybe someone that has a large meter to a residential complex would have some idea?

To calculate your demands, there is some information that is required. Measuring the pressure differential is a guess at best. I did a water consumption analysis on a system with little meters and source data, and had to further calibrate my data with modeled information. You can start by taking a close look at the residential area itself. Is the area metered? Do the residences pay by the metered rate or flat rate? What is your system leakage? Do you meter your water flows at any point in the pumphouse (I would think so for regulatory license purposes) or the reservoirs? How do your flows in the sewer system compare in the summer with the winter flows? Does the sewer have an infiltration problem, high groundwater influences (ie. river basin), combined sewers or other cyclical influences (river basin)?

Note to readers ** Mitch, if you are reading this thread, I would hope they are not like the Riverdale network because that exercise could be nasty!
