Grout behind wall plates 1

Is there a min/max thicknes of grout that we can place behind a wall plate supporting a cantiliver beam with relatively small loading? When does bending on the anchors becomes a problem?

any grout bed requires a 0.8 factor on the steel shear strength to account for bolt bending per ACI 318.
