When you run your seasonal soil models and considering thresholds for step/touch voltages, do you alter the insulating surface layer resistivity during different seasons?

I have seen 3000 ohm-m clear crushed stone in the winter be considered as 10000 ohm-m + for step/touch thresholds.

I wouldn't do that. The higher surface layer resistivity is unconservative, i.e. it will give higher allowable touch- and step-voltages.

I am from Northeast region of USA. To my knowledge, using soil model manager in CDEGS gives you very high conservative soil model. and we use only summer soil model and not bothering seasonal variation.
