Ground Fault Protection for TN-Systems in IEC land

Is is normal to provide ground fault protection in the Main breaker (Incoming) and the outgoing breaker for the TN-S systems? Since the neutral is solidly grounded and the fault current would be sufficiently high, does it still require dedicated ground fault protection like LSI"G" instead of LSI.
