Ground at Service Entrance Point 1

This question concerns the grounding point at the service entrance/equipment point in a residential circumstance:

If the grounding electrode conductor is connected to neutral and system ground at the service equipment point of an installation, and schedule 40 PVC is used for interconnect between the meter base and the service equipment panel, is there a grounding conductor required to connect the meter base metallic enclosure back to the main ground conductor at the entrance point?

Is there a difference between overhead service laterals and underground service laterals?
 
Yes, usually it is. Check the Utility Service/Safety manual/code for details or contact the Utility about it. The meter sockets (metallic) must be grounded for the overhead service as well as for the underground service.
