Grillage Section Properties - Effective Gross Section

I have always used BS 5400-3:2000 cl. 7.2 for working out section properties for my grillage analyses (gross section props). I interpret this as saying that, for a cross girder say, the width of deck to use in the section is equal to half the girder spacing either side of the beam. I use this for both my grillage section properties and when calculating ULS stresses.
I now have people pointing me towards 9.15.2.1 and 9.15.2.2. These clauses give me much lower effective breadths of deck to use. In fact when the SLS section properties are calculated using cl. 8.2 the SLS section is far bigger than the ULS section.
The B/8 parameter is also mentioned in cl. 9.6.4.1.3 in the description for I2.

Any thoughts on this?
