Goveners on generator engins, could use some help

Hi all, I've recently purchased a Honda GC160 Generator engin to make a goped type scooter with. The egin itself is quite a complex thing with an internal timing belt, over head cam, oil cut off etc. Thing is as its a genny engin its governed at a constant speed of around 1500 to 1800RPM, this is done by a lever which is controled by a shaft coming out the side of the engin, when the engin is not running the carb is forced fully open by this and when you pull to start it it goes to its running position then says there, Any ideas on how to remove the lever and more so if it will cause any damage? Last thing I want to do is damage the valves, Any help would be fantasic, Thanks for reading.
 
Cut the lever, or at least disconnect it from the carb. Then attach your throttle cable ot the carb in its place.

If it is based on the Briggs and Stratton design it is just a vane blown by the cooling fan.
