Glue for seal faces

We have been having trouble keeping single spring seal faces attached to the rubber bellows, especially the tungsten carbides on shaft sizes over 2".

Can anyone please suggest a product that would work for us?

are these standard seals that you are trying to repair? Never heard of the need to do this! do you have a seal cross sectional drawing you can attach?

These are equivalent to Crane type 21 or type 1 seals. The mating rings are glued to the rubber bellows to make installation easier by keeping the ring attached to the rest of the seal. I'm not sure what the proper term is for a glue that doesn't harden is. This glue remains tacky and the ring can be removed without damaging it or the rubber bellows. The issue is that tungsten carbide is so heavy that it is difficult to find the right combination of stickiness and flexibility to keep them attached without permanently fixing them in place.

I have attached a generic cross-section of the seal. The glue needs to go between the larger black item and the T-shaped piece to the right of it.
