Glass fibre reduced Boric Oxide content

Does anyone have any information regarding the recent changes in legislation relating to the amounts of Boric Oxide permitted for use in the manufacture of E-glass?

I have been told by my supplier that the Boric Oxide content will drop from 5% to 3% and while this has no significant effect on the mechanical properties, the electrical properties (i.e. dielectric constant and loss tangent) are effected enough to cause me problems.

Is this new legislation effective only in Europe, the States or worldwide? What are my chances of sourcing E-glass manufactured with the higher (5%) Boric Oxide content?
