Could someone please explain to me what the difference is between a geotechnical engineer and an engineer.

Geotechnical Engineering is typically a subset of the Civil Engineering discipline. A Geotechnical Engineer is one who has decided to specialize in the evaluation of soil and subsurface conditions with the intent of assisting in or designing foundations or foundation systems for structures.
