If you read the spec that you provided, on the first page it states

ALTERNATE MATERIAL: For GE Energy Commercial orders, see Specification D50A152 for potential alternate materials. For GE Rail orders, see Specification B50E205 for potential alternate materials.

I suggest that you consult a copy of the relevant spec for alternate materials and choose from that list of candidates.
