gaining control of a delphi actuator on a he351vgt turbo.

I am trying to install a CANBUS operated turbo on a truck that is incapable of supplying a CANBUS signal. I have found that the actuator uses the J1939 protocol. I have found a module that allows up to 10 analog inputs and allows the user to define what to do through a windows interface and then converts the analog data to a CANBUS J1939 signal. I think that it will work but I need to find the J1939 commands that the actuator accepts. Any ideas on how to figure this out since I think Delphi probably will keep this info hush hush. I am on my way to the dodge dealer to see if their manual might shed some light on this subject, but I bet it will just say if the actuator is not working to just replace it. Last time I was in there they stated that they had to replace the whole turbo assembly instead of just the actuator(aint OEM great). I could control it mechanically but I would lose some of the attributes such as the exhaust braking feature. The turbo is off of a 2008-2009 6.7l cummins. I am trying to put it on a 1999 5.9l cummins. Any suggestions? Thanks in advance for your time.
