Full Penetration to Partial Pen Transition

I want to weld a circular plate about 13 feet dia onto a pile can of same diameter. Require full pen all around. However, at 3 locations which are around 2 feet each, I cannot have full pen as there is a Full pen on the opposite end. I wish to do Partial Penetration in such scenario. Is this allowed per AWS D1.1?
Is there any alternate solution. Suggestions welcome.

If I understand your problem correctly, why do you believe an edge weld around the outside of a 13 foot diameter plate would hold the center of the plate together with sufficient force and rigidity?
