Frigel Closed cooling systems

Guys, I am in the need of process cooling, I am in Ontario Canada and have been getting quotes for cooling towers, approximately 25 Ton, c/w plate heat exchanger to seperate the process from the tower water. I decided this method as chillers are costly to run. I was referenced to the Frigel system and it appears like this may be a better solution, but have only found information on the internet about how awesome these systems are, mostly by Frigel. I would like to get opinions on the systems from people who have had experience. As can be expected the tower and chiller people only bad mouth the technology. I can handle the 95 degree worst case scenario for process temperature so the system would suffice. From what I am reading there is very little chemicals involved, very little maintenance, almost no water consumption, why wouldn't someone go with this technology. Thanks
