I've been given the task of designing a base for a 7ft christmas tree to be placed in the main town centre, it can't be cemented in and the location is exposed to the elements. It's to be put down a manhole and secured in.
I've taken the approach of treating as a cantilever beam, with a fixed end, using the max wind as the force.
Anyone got a better idea of how to approach this?

Your approach sounds reasonable; but someone needs to check the manhole to be sure this use won't damage it -
