My first thought is - there's no rebar in it so why even worry?

Heck, I'd drill some holes into the old and insert re-bars, maybe epoxied in. Then form it up along with the new wall forms and fill the zone along with pouring the new wall for the Bilco. The re-bars will serve to hold the new wall from leaning in, so they should be well secured into the old and a "L" on the exposed ends to tie into the new wall concrete. If there had been no such opening one would dowel into the old there anyway.
 
Is this in cold country? I did the same Bilco door installation but sawed the old for a clean cut. I insulated under a slab and set the walls on that, with insulation on their exterior. It gets cold inside that enclosure.
