For heat exchanger tube sheet design provides 2 different methods for calculating the required tube sheet extension thickness per uhx-9.5.
One method incorporates bolting loads as if the tubesheet is acting as a flange. The other method does not. If the tubesheet for a u-tube is sandwiched between two flanges, which method should be used?
 
For the tubesheet you describe, the only way the bolt load could factor into the design of the tubesheet extension at all would be if it had shoulder bolts/collar bolts or if some portion of the bolt holes were drilled and tapped (sometimes this is done so that the channel can be removed without unloading the shell gasket).
