footing on rock

I am designing an independent concrete footing which is set on rock. The moment from column is 250 kip-feet and vertical load is 100 kip. I try to dowel rebar into the rock to resistant the moment in order to make the footing as small as possible. I assume that I can design it in the same way as design a column base plate: considering concrete footing as a base plate and the set of rebar as an anchor bolts. This is my first time to do that and I cannot find any information as to how to design that. Any comments or suggestions? Please help.
