For lateral design for residential structures, especially in ocean area, I often had a hug uplift like 8.k. Then I can spec proper anchor bolt, but I wonder how i can justify the footing size since 8 k is hug, but it will disappear through the entire structure. Would you suggest any better idea?

8 kips isn't actually that much uplift, especially in multistory residential buildings. The link from Koot is how it should be handled.
