If you have it in a footing per AASHTO code(std. specs for highway signs, luminaires), do you need to somehow mitigate that condition or you just need to show that the OT factor is more than 1.5 and it does not exceed 25% of the footing bearing area? thanks!

If you have a no contact condition on any part of the footing, that is not a desired condition, but sometimes happens. Just realize that different equations apply and the soil bearing will, more than likely, become critical to the footing design, essentially being leveraged to a higher level of load.

Bottom line is that as long as the FS for OT and sliding is 1.5 or greater and the allowable soil bearing is OK, the design should be fine.

Thanks Mike, that's what I thought but not really sure with AASHTO.
