FMVSS/CMVSS 302 - Flammability of Wooden Cabinets

Does anybody know if there is a paint/coating that can be applied to 15mm(5/8") Baltic Birch plywood and conform with FMVSS 302 (Flammability of Materials in the Occupant Compartment Air Space)?

Here is one company that has a product, but they have a minimum order. If you can't find an automotive supplier to get smaller quantities, you could check with companies that do aircraft interiors, because they may be able to help you.
