Is it permissable to use fly ash in masonry grout? What resources are there that might provide insight?

Look at the ASTM standards for masonry grout and check the material requirements.

The benefits may be minimal since the strength requirements are not strict and there may be limits on the maximum strength, but the flowability may be marginally beneficial if the grout is available.

Which ASTM Standard? I don't have a copy of the ASTM.
 
@DHKpeWI: Yes. It is permissible to use fly ash in masonry grout. The substitution rate of fly ash for portland cement will vary depending upon chemical composition of both the fly ash and portland cement. You may refer to ASTM C618: Standard Specs for coal fly ash for use in concrete and ASTM C476: Standard specs for grout in masonry.
