Fly ash in soil liners 1

I am looking for specific instances in New York of Landfills that utilized fly ash in their soil liner system. If anyone knows of any place this has been used, it would be appreciated
 
Why would you add flyash to a liner? All that would do is decrease the placticity and the permeability.
 
Actually fly ash has a permeability of 10^-8 when added to lime and clay. Clay's negative valency attacts the Na and Si in the fly ash bonding it together. There have been studies done showing the benefits and effects of fly ash on soil liners.
