Flexible Link Joints

We are seeing a number of bridge projects eliminating expansion joints by installing link plates at the piers and then incasing the joint with heavily reinforced concrete.
My question is why do some designs encase the joints with a concrete diaghram and others with a thin section of concrete over the girders only.
