Flat head with multiple holes - VIII Div.2 calculations

I am accustomed to calculating the thickness of integral flat heads with multiple holes bored through them using ASME BPVC SECTION VIII, DIV.1, but now have been tasked with doing the same with Div.2. I am only able to perform design by rule analyses in part 4 at this time. I don't see in part 4 where multiple holes in an integral flat head are addressed. The closest I find is a central large opening in a flat head.

Is this a component that must be designed by analysis in part 5 of Div.2?
