Flare Drum Liquid Holdup

I am currently sizing the LP flare KO drum for an offshore project. In this particular instance, all potential discharges to the LP flare system are vapour only. In this case, is there any requirement to have a KO drum? If there is - what is the sizing basis for the liquid hold-up section? Thanks.
