Flap Hinge Moment

Is there a quick way to calculate what the hinge moment (or turning moment for the flap shaft for a specified condition) is for a flap on a symetrical foil

FAR 23 Appendix A contains a simplified method for determining control surface loads. Other national versions of FAR 23 probably contain a similar appendix.
