You can make minor weld repairs to the edge of flange without hydrotest (obviously, depending also on material restrictions), provided all the rest of flange geometry is intact, with no deformation beyond allowable tolerances. However, why are you wasting time and money with minor repairs to the edge of the flange? Aesthetics? Anything more than that could be a significant alteration to the pressure bearing component and that comes under vessel repair codes and standards.
