Flange & Flat Head Thickness of PV

Hi..
I am reviewing one pressure vessel design.Vessel is having two flat heads.Two slip on flanges are welded to shell.And flat heads are bolted to these flanges without gasket.Material of head and flange is same.
If head of thickness t is safe for this application,can i conclude directly that flange of same thickness t would alwyas be safe for such vessel?
If yes/no,How?

No, the required thickness of a bolted flat head may be lower than that of the mating flange.
There is no general rule: both parts must be checked against the applicable code rules.
