The following clauses per BS EN 12845 :

Where two pumps are installed, each one shall be capable independently of providing the specified flows
and pressures. Where three pumps are installed, each pump shall be capable of providing at least 50% of
the specified flow at the specified pressure.

Where more than one pump is installed in a superior or duplicate water supply, no more than one shall be
driven by an electric motor.

I hope it helps.

No such requirement in NFPA 20 unless it is a high rise building see below from the 2013 Ed .

Some insurance companies may require a second fire pump say one electric the other diesel depending on underwriting requirements ie high value $$, large business interruption exposure, remote location etc.

5.6.2 Fire Pump Backup.Fire pumps serving zones that are partially or wholly beyond the pumping capability of the fire department apparatus shall be provided with one of the following:
(1) A fully independent and automatic backup fire pump unit(s) arranged so that all zones can be maintained in full service with any one pump out of service.
(2) An auxiliary means that is capable of providing the full fire protection demand and that is acceptable to the au- thority having jurisdiction.

what is the best configurations of the pumps

What information do you need by this statement?

I have a few questions....

1. What is the occupancy? Is it an airplane hanger?
2. What is the sprinkler demands ie gpm
3. How are the pumps feed of a city supply or a tank?
4. What is the gpm rating of each pump?
5. Is this a location in the USA?
