Filling Shallow Ditch

I have a ~14 ft wide and ~2 foot deep tidal ditch that I need to fill to get to the upland portion of my lot. I want to fill about 12 feet across, so I can drive a trailer across it. Currently, I am working on completing a Corps/VA permit. I am towards the end of the ditch, so I think the Corps won't require a culvert.

I am not sure what to use for fill? Can I just use fill dirt, or do I need to use larger stone for the base and then gravel? Any help would be apprciated. Thanks.
