I am currently designing a water tank per ACI 549.1R. The one question I have is what is the significance of the Specific Surface of Reinforcement (Sr) criteria?
In going through the design, I have been able to meet the cracking criteria and the Volume Fraction of Reinforcement (Vf) criteria, but seem to fall short on the Sr. The recommended Vf and Sr are 3.5% and 4 sq-in/cu-in. The recommended maximum crack width is 0.002 in. Is it critical to meet the Sr recommendation given that the other criteria have been met? I have looked on the internet to try and get some guidance on the Sr criteria, but have found nothing worthwhile.
