Fence Design Loads? 2

What are the design loads for a fence? I'm designing a 10 ft high ornamental aluminum fence with vertical aluminum bar pickets spaced at 4" oc. What would be the design load to design a vertical picket spanning approximately 10 ft from top to bottom rail?

Since its not a guardrail - the code requirements for lateral force don't apply.

Wind would be the governing force - with pickets there is the open spaces - but you could be conservative and design it as though its closed off.
