Wow. So how does an EIT prevent this, especially when the higher-ups put him/her into positions where a PE should be?
 
It is not up to an EIT to prevent such. The engineer in responsible charge is exactly that...in responsible charge and as such takes the responsibility.
 
Responsible charge?

This is just hard to believe:

"Galland was engineering director of a Las Vegas company called JCI, although he had no engineering license, and now runs his own consulting business. He falsified his educational credentials and served federal prison time for his role in a violent drug trafficking ring, a News investigation found."
 
There is always to be some intrusive action ... it comes to and from the intelligence of people to act in every way and maybe is a benefitial behaviour to the species. However, when also proven damaging to people humankind reacts limiting the behaviour, the question is how much, how many incompetent and dangerous people are there pretending engineering abilities that they don't are licensed to practice. This surely is also just another gauge of the effectiveness of public bodies in being useful to people.
 
Looks like McLarty is a good engineer though
